Three Levels of Government
WALT:

  • name and broadly classify the powers and duties of each level of executive government
  • identify and examine areas of overlap and cooperation between various executive levels
  • examine the nature of disaster relief decision making.

TASK:1. Look at the table below, discuss the different roles and responsibilities of each level of government an the reasons why it is their responsibilities.Screen_Shot_2012-02-24_at_11.35.53_AM.png2. Discuss some of the disasters that have occurred in recent times such as the Black Saturday bush fires, Cyclone Yasey and Queensland floods and how the governments responded to these in providing assistance to the people effected. As a class list some of the actions that were necessary during these disasters to cater for these communities, focus on the need of each and who was responsible for organising it.
3. Students form groups of 3 or 4 and are given a hypothetical disaster that is effecting the area of Albury/ Wodonga.
4. In groups students are to formulate a 15 step response plan to the given disaster. As part of this process groups discuss the disaster, gather information, identify services required, identify the level of government that can provide that service and consider all aspects of administration including communication, coordination and human resourcing.
5. Groups are to present back to the class in whatever form they choose the way in which the governments would respond to the disaster.
6. After all plans have been presented, the class votes on the best plan to implement in response to this disaster.
Disaster Brief:The state of Victoria has received unheard of amounts of rainfall over the past fortnight. Much of this rain has fallen on the mountain regions and is making its way via the creeks, streams and rivers towards the water storage of Lake Hume. The weir wall is unable to withstand the large volume of water that needs to be withheld and the wall gives way, the water explodes through the wall and floods the majority of the Albury/Wodonga region. Many businesses, houses and properties have been destroyed with the large volumes of water that passed through the region.
